Vision

The realization of inclusive, adaptive, and impactful Higher Education, Science, and Technology in achieving national transformation toward Golden Indonesia 2045.

Mission

Duties and Functions

The Ministry of Higher Education, Science, and Technology, in accordance with its duties and functions as set forth in the Regulation of the Minister of Higher Education, Science, and Technology Number 1 of 2024, includes:

A. Duties

The Ministry is tasked with administering the sub-affairs of higher education, which falls under the scope of government affairs in the field of education, as well as government affairs in the field of science and technology, to assist the President in the administration of the state.

B. Functions

  1. Formulation, determination, and implementation of policies in the field of higher education;
  2. Formulation and determination of policies in the field of science and technology;
  3. Coordination and synchronization of policy implementation in the field of science and technology within higher education institutions in order to fulfill the Tridharma (Triple Dharma) of Higher Education;
  4. Implementation of policies in the field of science and technology within higher education institutions in order to fulfill the Tridharma of Higher Education;
  5. Facilitation of faculty members, educational staff, and the provision of higher education, science, and technology;
  6. Coordination of task execution, development, and provision of administrative support to all organizational units within the Ministry;
  7. Management of state-owned assets/wealth under the responsibility of the Ministry;
  8. Supervision of task execution within the Ministry;
  9. Provision of substantive support to all units within the Ministry; and
  10. Execution of other functions as assigned by the President. The Ministry of Higher Education, Science, and Technology is committed to continuous innovation, expanding the access and relevance of higher education, and strengthening the utilization and mastery of science and technology to improve the quality of life for the Indonesian people.

Brian Yuliarto

Prof. Brian Yuliarto, Ph.D., is an academic, researcher, and leader in higher education who has served as the Minister of Higher Education, Science, and Technology since February 19, 2025. With extensive experience in research, innovation, and institutional management, he holds a vision to strengthen the competitiveness of Indonesian universities, enhance the research ecosystem, and drive the downstreaming of innovation-based technology.

Born in Jakarta on July 27, 1975, Prof. Brian pursued his higher education at the Bandung Institute of Technology (B.Eng. in Engineering Physics, 1999) and continued his studies at The University of Tokyo, Japan, earning both an M.Eng. (2002) and a Ph.D. (2005) in Quantum Engineering and Systems Science. His expertise in nanomaterials for biosensors, energy, and solar PV applications has established him as one of Indonesia's leading scientists.

Prior to his ministerial appointment, Prof. Brian had a long track record in higher education management. He served as the Vice Rector for Research and Innovation at the Bandung Institute of Technology (2025), where he played a key role in strengthening research strategies and international collaborations. Previously, he served as the Dean of the Faculty of Industrial Technology at ITB (2020-2025), overseeing various academic programs and the development of Industry 4.0-based curricula.

Furthermore, Prof. Brian served as the Head of the Center for Nanoscience and Nanotechnology at ITB (2018-2020), where he spearheaded prominent research initiatives with broad impact. In this role, he successfully built synergies between academia, the private sector, and the government to accelerate the downstreaming of technological innovations.

In his personal career, he has established strong international research collaborations, serving as a Visiting Professor at various prestigious institutions such as the University of Tsukuba, UC Berkeley, Queensland University, Nagoya University, and KAUST.

As a researcher, Prof. Brian has published over 343 Scopus-indexed scientific papers with more than 6,043 citations and an H-index of 40. His achievements are internationally recognized through various prestigious awards. One of his most notable accomplishments is the 2024 Habibie Prize in Engineering, an award regarded as the highest symbol of achievement for scientists and engineers in Indonesia. Additionally, Prof. Brian was named Indonesia's Top 1 Researcher in Nanoscience & Nanotechnology.

Further recognition came from ITB, which named him the Outstanding Lecturer in Science and Technology in 2017 and the Best Researcher at ITB in 2021. Moreover, he has been featured in the World's Top 2% Scientists list by Stanford University for three consecutive years (2022, 2023, 2024), solidifying his reputation as one of the most influential scientists globally.

Prof. Dr. Fauzan, M.Pd., is a Professor at the University of Muhammadiyah Malang (UMM), born in Kediri, East Java. He earned his Bachelor's degree from UMM in 1988 and continued his education at the State University of Malang in 2005. Subsequently, he obtained his Doctorate in Indonesian Language and Literature Education from the State University of Surabaya in 2018.

Fauzan began his career as the Head of the General Administration Bureau at UMM, and in 2012, he was elected Dean of the Faculty of Education at UMM. In 2016, he was entrusted with the responsibility of Rector of UMM, serving two terms until 2024. During his leadership, he successfully achieved international recognition targets by expanding international achievements and collaborations.

During his tenure as rector, Fauzan also initiated several programs, including the Professor for Community Development (P3M) program—an academic empowerment initiative to engage directly with the community, particularly in rural areas, to provide assistance in various fields.

Furthermore, Fauzan also initiated the establishment of the Center of Excellence (CoE) and the Center for Future Work (CFW) as bridges between students and industry. Through these programs, Fauzan was appointed as a Professor in Indonesian Language Education at UMM in May 2023.

Prof. Stella Christie, Ph.D.

Prof. Stella Christie, Ph.D., is a cognitive science academic born in Medan on January 11, 1979. She is an alumna of two of the world's leading universities, Harvard University and Northwestern University.

Since her youth, she has consistently demonstrated academic excellence, securing various prestigious scholarships, including the ASEAN Scholarship from the Singaporean Government and a United World College scholarship to pursue her education at Red Cross Nordic United World College in Norway.

Stella completed her undergraduate program with a full scholarship in psychology at Harvard University, graduating Magna Cum Laude with Highest Honors in 2004. She then pursued doctoral studies in cognitive psychology and officially earned her Ph.D. in 2010.

After completing her doctorate, Stella continued her education through a postdoctoral program at the University of British Columbia, Canada, until 2012. She then served as an Assistant Professor at Swarthmore College, Pennsylvania, until 2018. During her tenure as an assistant professor, she also accepted an invitation to be a Visiting Professor at Stanford University for one year, from 2015 to 2016.

Her academic career has continued to flourish; Stella is a Professor at Tsinghua University in Beijing, China, serving as the Director of the Child and Cognition Center and the Research Chair of the Brain and Intelligence Laboratory and the Department of Psychology at Tsinghua University since 2018.

In addition to her academic pursuits at the world's top universities, Stella Christie is active in scientific organizations such as the Cognitive Science Society. She has authored numerous research papers on cognitive science, contributing significantly to both Indonesia and the global scientific community.

Prof. Badri Munir Sukoco, SE., MBA., Ph.D.

Prof. Badri Munir Sukoco, S.E., MBA, Ph.D., is an expert in Strategic Management, born in Lumajang in 1978. He currently serves as a Professor at Airlangga University with the rank of IV/e (Principal Lead) and actively contributes to the development of higher education strategy and governance.

He earned his Bachelor of Economics in Management from Airlangga University in 2001. He then continued his studies at National Cheng Kung University, Taiwan, obtaining an MBA in International Marketing Management in 2006 and a Ph.D. in Organizational Strategic Management in 2010.

In addition to formal education, he has participated in various leadership development programs, including PPSA XXIV at the National Resilience Institute (Lemhannas RI) in 2023 and the Executive Course in Strategic Management and Leadership Cohort 1 by the Ministry of Defense and the Indonesian Defense University in 2024. He also attended the Effective Execution Strategy program at the Wharton School, University of Pennsylvania, and was awarded the Tahir Professorship by the Tahir Foundation in 2019.

During his career at Airlangga University, he served as the Chairman of the Planning and Development Agency (2015-2020) and subsequently became the Director of the Postgraduate School at Airlangga University from 2020 to 2025. He also serves as a Member of the Supervisory Board of Dr. Soetomo Hospital and has been involved in the World Class University development teams at Kemenristekdikti and Kemendikbudristek.

As an academic, he has more than 60 Scopus-indexed publications with an H-index of 20 and thousands of citations on Google Scholar. He has also authored four books and dozens of opinion pieces in national media outlets such as Kompas and Jawa Pos, and remains active in various international professional organizations including the Academy of Management, Academy of International Business, Strategic Management Society, and the Indonesian Economists Association (ISEI).

Nur Syarifah was born on September 3, 1968. She earned her Bachelor of Laws from the Faculty of Law, Diponegoro University in 1991, and subsequently pursued a Master of Laws (LL.M) in International Business Law at Leiden University, the Netherlands, graduating in 1999.

Nur Syarifah previously served as the Head of the Technical and Public Relations Bureau of the General Elections Commission of the Republic of Indonesia (KPU RI) and as a member of the Supervisory Board of the Public Service Agency (Dewas BLU).

She currently also serves as the Expert Staff for Regulatory Affairs, focusing on policy development and the drafting of regulations that support institutional governance and improved public services.

Prof. Dr. Khairul Munadi, S.T., M.Eng.

Khairul Munadi was born in Seulimeum on August 27, 1971. He graduated with a Bachelor's degree in Electrical Engineering from ITS Surabaya in 1996.

He earned his Master's and Doctoral degrees from Tokyo Metropolitan University, Japan. Khairul Munadi also demonstrated significant achievements in the field of digital signal and image processing from 2002 to 2007. He completed his postdoctoral fellowship at the same university in 2008.

Khairul Munadi, who now serves as the Director General of Higher Education (Dirjen Dikti), previously served as the Director of Institutional Affairs within the Directorate General of Higher Education, Research, and Technology.

In 1999, he officially became a lecturer at the Department of Electrical Engineering, Faculty of Engineering, Syiah Kuala University (USK). Khairul was inaugurated as a Professor of Electrical Engineering at Syiah Kuala University in 2020.

Khairul Munadi previously served as the Education and Culture Attaché at the Embassy of the Republic of Indonesia in the United Kingdom (UK). He also served as the Head of the Tsunami and Disaster Mitigation Research Center (TDMRC) at USK.

At the national level, Khairul Munadi is active in various forums. He serves as the Industry Relation Coordinator for The Institute of Electrical and Electronics Engineers (IEEE) Indonesia Section, was a member of the National Research Council (DRN) from 2019 to 2021, an assessor for BAN-PT, Vice Chairman of the Indonesian Disaster Experts Association (IABI), and a board member of the Indonesian Professors Association (API).

Fauzan Adziman is a technopreneur specializing in additive manufacturing component supplies, born in Bandung on October 22, 1979. Fauzan earned his Bachelor's degree from ITB in 2003, supported by the Orbit Ainun Habibie Scholarship, Pikiran Rakyat Scholarship, and J. Ray McDermott Scholarship.

Fauzan pursued his Master's degree at the Tokyo Institute of Technology with the support of the Monbukagakusho (MEXT) scholarship and received the Miura Award from The Japan Society of Mechanical Engineers as the top graduate.

Subsequently, he undertook doctoral studies in the field of Computational Engineering at Swansea University and officially obtained his Ph.D. in 2014 under the Zienkiewicz Ph.D. Scholarship.

After completing his doctoral studies, Fauzan continued with postdoctoral education at the University of Oxford, UK, sponsored by the Engineering and Physical Sciences Research Council (EPSRC), and won the University of Oxford’s Excellence Award in 2017. In the same year, he joined the Bandung Institute of Technology as an Assistant Professor and founded the Global Forum for Indonesian Technopreneurs (Global FIT).

Having started his career in the oil and gas industry from 2003–2011, Fauzan is currently focused on developing a spin-out company from the University of Oxford, Alloyed Ltd., as a co-founder since 2017. Alloyed Ltd. is a company established to accelerate the commercialization of digital manufacturing solutions.

Additionally, since 2020, Fauzan has held a significant role at the University of Oxford as a Visiting Academic for the Department of Materials and as the Vice Director for the Next Generation Tatara Co-Creation Centre (NEXTA), a university-industry-government collaborative research center specializing in aerospace jet engines and electric vehicle motors.

Dr. Ahmad Najib Burhani, M.A.

Ahmad Najib Burhani was born in Blitar on April 27, 1976. He earned his PhD in Religious Studies from the University of California-Santa Barbara (UCSB), USA. He completed his Master’s degrees at the University of Manchester, UK (MSc in Social Research Methods & Statistics) and Leiden University, Netherlands (MA in Islamic Studies), while his Bachelor's degree was obtained from UIN Syarif Hidayatullah Jakarta in Aqidah and Philosophy.

He has served as a fellow at the International Institute of Islamic Thought (IIIT) in Virginia, USA; the International Institute for the Study of Islam in the Modern World (ISIM) in Leiden, Netherlands; the Center for Southeast Asian Studies (CSEAS) in Kyoto, Japan; and the Center on Religion, Culture and Conflict (CRCC) at Drew University, New Jersey, USA. From June 2017 to December 2020, he was a visiting senior fellow at the ISEAS-Yusof Ishak Institute, Singapore. He is a member of the Editorial Board for the Journal of Contemporary Islam (Springer), the Engaging Indonesia Series (Springer), and the International Advisory Committee for Sojourn: Journal of Social Issues in Southeast Asia.

Burhani began his career as a lecturer at UIN Syarif Hidayatullah Jakarta and has served as an instructor or dissertation examiner at the University of Indonesia (UI), Gadjah Mada University (UGM), Driyarkara School of Philosophy, Paramadina University, Uhamka, and Binus University. As a researcher, he achieved the rank of Principal Researcher (Group IV/e) in 2018 and was inaugurated as a Research Professor in Religion and Religious Traditions at the Indonesian Institute of Sciences (LIPI, now merged into BRIN) in 2020.

Before joining Kemdiktisaintek, Burhani was the Head of the Social Sciences and Humanities Research Organization (OR IPSH) at the National Research and Innovation Agency (BRIN) from 2021 until January 1, 2025. Previously, he served as the Head of the Research Center for Society and Culture (PRMB) at LIPI.

His professional memberships include the American Academy of Religion, the Middle East Studies Association, the Association of Asian Studies, and the Indonesian Young Academy of Sciences (ALMI).

Among his prestigious awards and honors are the 75 Icons of Pancasila Achievement by BPIP (2020), LIPI's Best Researcher in Social Sciences and Humanities (2020), the Muhammadiyah Award (2020), and the Professor Charles Wendell Memorial Award from UCSB (2013). In 2024 and 2025, he was featured in Stanford University and Elsevier’s “Top 2% World Ranking Scientists” list for the field of social and cultural sciences.

He has authored a total of 93 scientific works (42 in English), including books, book chapters, journals, and encyclopedia entries, alongside over 300 popular scientific articles. One of his notable works is 'The New Santri: Challenges to Traditional Religious Authority in Indonesia' (ISEAS 2020).

Dr. Muhammad Hasan Chabibie, S.T., M.Si.

Muhammad Hasan Chabibie is an academic with a traditional Islamic boarding school (santri) background, often referred to as Gus Hasan Chabibie. He is an alumnus of Diponegoro University, graduating from the Electrical Engineering study program in 2005. He then pursued a Master's degree in the Communication Management Program at the University of Indonesia in 2012, and completed his doctoral studies in Educational Management at the State University of Jakarta (UNJ) in 2021.

He began his career as a member of the National ICT Council (Wantiknas) in 2014, joining the Ministry of Education and Culture (Kemendikbud) family in 2015. He held several key positions, including Head of the Assessment and Design Sub-sector at the Network Development Division of Pustekkom, and Head of the Multimedia and Web-Based Learning Technology Development (PTP) Division at Pustekkom. His career progressed through roles such as Team Leader of the Network System Security Center, Chairperson of the National Education Network Task Force Implementation Team, Secretary of the ICT Committee, and Substance Coordinator for Learning Technology Utilization at Pusdatin. In 2020, he was appointed Head of the Center for Data and Information Technology (Pusdatin) at Kemendikbudristek, and subsequently served as the Head of the Bureau of Cooperation and Public Relations in 2024.

Currently, Hasan serves as the Expert Staff for Strengthening the Ecosystem of Higher Education, Science, and Technology at Kemdiktisaintek, following his assignment as the Acting Regent of Kudus in 2024.
